The Election
Commission had started work on the new system 'EMS' for compiling results from
November 2022.
For this purpose,
through a 'bidding', a private company 'Spire' was chosen, which developed a
mechanism and software to compile the results and handed it over to the
Election Commission.
The Election
Commission conducted a test on the software on January 27, just a few days
before the elections, and 859 rating officers participated in the process.
Thus, it also
proved to be a training workshop for the rating officers on how to compile the
results of the February 8 elections.
The Election
Commission itself has admitted in its press release that during the experiment
there was also failure to send the results due to internet connection problems
at some places.
According to
officials, under this new system, returning officers will be provided with
fiber optic and other Wi-Fi devices. According to him, the government has also
been written to take necessary steps in this regard, including uninterrupted
supply of electricity and internet.
According to the
officials, this time the series of election results under the new system has
started from the nomination form itself. Now all these details are being
entered in the new system and finally after the completion of the election
process the polling station result is to be compiled on form 45 and the whole
constituency result is to be written on form 47.

The Presiding
Officers (POs) from across the country will send the polling station results to
the Returning Officers (ROs).
EMS app has been
installed on their mobile, through which they will send the photo of Form 45 to
ROs. If for some reason this photo cannot be 'sent', then by doing
'geo-tagging' it will be possible to know the time of creation and sharing of
this photo. Mobile forensics of POs will be done for geo-tagging.
Senior POs and ROs
will have these mobiles available at each polling station in which this app has
been downloaded by the Election Commission.
In case of loss or
damage of one mobile, another mobile will be used. According to officials, even
if for some reason these mobile phones do not work, there may be a delay in the
process of election results, but this may not affect the results.
The POs are asked
to compile the results on a plain paper before filling Form 45 and then enter
them on the final Form 45 and send a photocopy of the same to the ROs.
Apart from sharing
the picture of the result, the PO has to go to Aarav with the result himself.
The Returning Officers will announce the results through a media wall or large
screen. This time the Election Commission Secretariat will not be directly
involved in the entire process.
Each RO will have
three data operators for preparing the result for the Provincial Assembly
Constituency and four for the National Assembly Constituency, who will have
laptops and will be continuously compiling the results.
About 3600 data
operators of the best caliber from across the country will be involved in the
process of compiling these results.
Each RO will also
have a NADRA official, known as a 'troubleshooter'. That official will assist
data operators in case of any technical glitches.
If there is any
complication or problem in the software, the responsibility under the contract
will be on the shoulders of the company that developed it.
